MEMORANDUM

DATE: JANUARY 2, 2024

TO: THE HONORABLE MAYOR AND MEMBERS OF CITY COUNCIL

THROUGH: JAMES F. PARAJON, CITY MANAGER /s/

FROM: DESHA HALL-WINSTEAD, DIRECTOR, ALEXANDRIA CRIMINAL JUSTICE SERVICES

DOCKET TITLE:
TITLE
Introduction and First Reading. Consideration. Passage on First Reading of an Ordinance to amend and reordain Section 2-4-100 (CREATION, COMPOSITION AND ORGANIZATION) of Article L (ALEXANDRIA COMMUNITY CRIMINAL JUSTICE BOARD) of Chapter 4 (COMMITTEES, BOARDS AND COMMISSIONS) of Title 2 (GENERAL GOVERNMENT) of the Code of the City of Alexandria, Virginia, 1981, as amended.
BODY
_________________________________________________________________

ISSUE: Consideration of an ordinance to amend the descriptions for certain members of the board to better align with membership requirements of the Code of Virginia.

RECOMMENDATION: That City Council consider the proposed ordinance (Attachment 2) on first reading and schedule it for second reading, public hearing and final passage on Saturday, January 20, 2024.

BACKGROUND: The Alexandria Community Criminal Justice Board brings together local criminal justice stakeholders to provide oversight and support for pretrial supervision programs in Alexandria. The board is regulated by both State and Local law.

DISCUSSION: Code of Virginia ? 9.1-178(B) identifies certain positions that, at a minimum, must be represented as members of the board. The City Code ? 2-4-100 also identifies these minimum positions for the board, but uses different, more restrictive language that limits the ability of the member to designate a representative from his or her staff to serve on his or her behalf. This Code change will align the City Code with the State Code to allow the permitted flexibility for certain members.

FISCAL IMPACT: There would be no fiscal impact associated with this ordinance change.
