TITLE

Introduction and First Reading. Consideration. Passage on First Reading of an Ordinance to amend and reordain Section 2-4-180 (CREATION, COMPOSITION AND ORGANIZATION) of Article W (ALEXANDRIA GANG PREVENTION COMMUNITY TASK FORCE) of Chapter 4 (COMMITTEES, BOARDS AND COMMISSIONS) of Title 2 (GENERAL GOVERNMENT) of the Code of the City of Alexandria, Virginia, 1981, as amended.

BODY

_________________________________________________________________

ISSUE:  Consideration of an ordinance to amend the qualifications for membership on the Alexandria Gang Prevention Community Task Force to align with changes to the name of a representative entity.

RECOMMENDATIONThat City Council approve the proposed ordinance (Attachment 2) on first reading on May 9, 2023 and schedule it for second reading and public hearing and final passage on Saturday, May 13, 2023.

DISCUSSION:  The Alexandria Gang Prevention Community Task Force, pursuant to City Code Section 2-4-180, is comprised of 17 members appointed by city council, including “one member from and representing T.C. Williams High School” and “one member from and representing private schools in Alexandria.”

In 2021, the name of T.C. Williams High School was changed to Alexandria City High School.  The proposed ordinance removes the name “T.C. Williams” from City Code Section 2-4-180(b)(4) and amends the section to “one member from and representing Alexandria City High School”, thus reflecting the school’s current name.

Additionally, the position for “one member from and representing private schools in Alexandria” has been vacant since April 2021. Current task force members are concerned that a representative from private schools does not provide the desired perspective to meet the group’s overall gang prevention mission. They believe having a representation from the Alexandria Redevelopment Housing Authority or a resident from an Alexandria Redevelopment Housing Authority-managed property would provide valuable insight the task force’s current members does not offer. To better reflect the needs and goals of the task for, the proposed ordinance removes the position for a representative of private schools in Alexandria and replaces the position with a representative of the Alexandria Redevelopment and Housing Authority or residents of Alexandria Redevelopment and Housing Authority-managed properties.

The City Council is empowered, pursuant to Section 3.04(g) of the Alexandria City Charter, to amend this section of the city code governing the composition of the task force.

FISCAL IMPACT:  There would be no fiscal impact associated with this ordinance change.
