ISSUE: To determine the process that will guide FY 2024 budget deliberations.
RECOMMENDATION: That City Council adopt the proposed resolution (Attachment) establishing the process to be used to adopt the FY 2024 Operating Budget and the FY 2024 to FY 2033 Capital Improvement Program.
BACKGROUND: This resolution will establish the framework for City Council’s deliberations for the FY 2024 Operating Budget and FY 2024 to FY 2033 Capital Improvement Program to be presented for City Council consideration on February 28, 2023.
City Council has long had a resolution in place to frame the budget process roles and responsibilities of Council, the City Manager and the Alexandria City Public Schools (ACPS). The attached budget process resolution reflects the language and process used for FY 2024. Changes to the proposed process include the addition of a second budget public hearing, the addition of language allowing the final add/delete work session to be optional conditional upon consensus at the preliminary add/delete work session, and the removal of language limiting the use of fund balance to support the operating budget. The dates proposed in this resolution reflect the adopted City Council calendar for 2022 to 2023.
