ISSUE: Should City Council reauthorize a resolution to allow the City Manager to execute a prior-year agreement with the Northern Virginia Transportation Authority (NVTA) to accept previously approved grant funds?

RECOMMENDATION: That the City Council reauthorize a resolution to allow the City Manager to enter into the NVTA Standard Project Agreement (SPA) for 70% funding for the West End Transitway.

BACKGROUND: The NVTA has requested the City Council reauthorize a prior resolution to allow execution of a prior year funding agreement to bring the agreement into alignment with current administrative standards. The City Council, on October 23, 2018, adopted Resolution 2849 that authorized the City Manager to execute SPAs for five separate projects. The City executed and implemented four of the five agreements. However, because the West End Transitway is being executed in 2022 it must be reauthorized. NVTA determined that Resolution 2849 was not specific enough for the West End Transitway to be able to begin award of the funds.

The updated agreement includes no material or substantive changes and there has been no change to the funding agreement.
