Consideration of a Resolution to Adopt Residential and Commercial Refuse Fee Increase for FY 2023. [ROLL-CALL VOTE]

ISSUE: A resolution to revise the Transportation & Environmental Services Department Refuse Fees.
RECOMMENDATION: That City Council adopt the attached Resolution (Attachment) as part of the FY 2023 Approved Budget. The new fee(s) will be effective July 1, 2022.
BACKGROUND: This memorandum provides detailed information regarding a proposed residential & commercial refuse fee increase for FY 2023. As part of the FY 2023 budget development process, City Council approved a $73.22 increase in the commercial refuse collection fee to improve cost recovery for the waste program. An additional $15.78 increase, from $484.22 to $500, was proposed through the Council Add/Delete process to support expanded food waste programs.
DISCUSSION: The City of Alexandria collects trash and recycling from its residential & commercial customers once a week on a designated collection day. Through the City Council FY 2023 budget development process, the Commercial Refuse fee was proposed to increase by $73.22 from $411 per customer to $484.22. An additional $15.78 increase was proposed during the Council Add/Delete process. Both the Residential and Commercial refuse fee are proposed to increase to $500. These fee adjustments will equalize the Commercial Refuse fee with the Residential Refuse fee rate and support resource recovery for this service.
