ISSUE:  To determine the process that will guide FY 2023 budget deliberations.

 

RECOMMENDATION:  That City Council adopt the proposed resolution (Attachment) establishing the process to be used to adopt the FY 2023 Operating Budget and the FY 2023 to FY 2032 Capital Improvement Program.

 

BACKGROUND:  This resolution will establish the framework for City Council’s deliberations for the FY 2023 Operating Budget and FY 2023 to FY 2032 Capital Improvement Program to be presented for City Council consideration on February 15, 2022.

 

City Council has long had a resolution in place to frame the budget process roles and responsibilities of Council, the City Manager, and the Alexandria City Public Schools (ACPS). The attached budget process resolution reflects the language and process used for

FY 2022. Typically, this resolution is approved by Council in November after Council’s annual retreat, however, with a new Council to be installed in January 2022, it was held over for the new Council (which it will apply to) to consider and approve.
