Consideration of the Alexandria Community Services Board FY 2022 Performance Contract with the State.

ISSUE:  City Council consideration of the Alexandria Community Services Board (ACSB)

FY 2022 Performance Contract with the Virginia Department of Behavioral Health and Developmental Services (DBHDS).

 

RECOMMENDATIONThat City Council receive and approve the ACSB’s Performance Contract with DBHDS (Attachment).

 

BACKGROUNDState Code requires Community Services Boards to prepare a Performance Contract and have the Contract approved by its local governing body (Virginia Code Section 37.2-508).  The Performance Contract is an agreement with DBHDS, and it serves as the primary accountability and funding mechanism for the relationship between the ACSB and DBHDS. The Contract specifies funding levels for state and federal funds that are disbursed through the State and sets service and reporting requirements for the ACSB.  The Performance Contract also includes revenue, expenditures, and staffing levels consistent with the ACSB programs included in the City Council Approved FY 2022 Budget for the Department of Community and Human Services (DCHS). 

 

FISCAL IMPACT:  Approving the Performance Contract allows the ACSB to receive $7.7 million in State revenues and $2.2 in Federal funds from DBHDS.
