ISSUE:  Consideration of a Supplemental Appropriation Ordinance for the support of the City government for FY 2022.

 

RECOMMENDATIONThat City Council pass this proposed Ordinance (Attachment 2) on first reading on September 14, 2021, and schedule it for second reading, public hearing and final passage on September 18, 2021.

 

DISCUSSIONThis supplemental appropriation ordinance is being presented to City Council to appropriate to specific City Departments the new American Recovery Plan Act (ARPA) funded projects that were approved by City Council on July 6, 2021, the Beauregard Street building purchase that was also approved on July 6, as well as several other awards the City has received since the start of FY 2022.  Staff will bring forward the Fall Reappropriation Ordinance in November to reappropriate funds that were budgeted or awarded in FY 2021 but were not expended and to adjust grant funds and other revenues that are different from the amount reflected in the FY 2022 Approved Budget. The budget amendments recommended at this time are as follows:

 

(1)                      Transfer of ARPA Fund Revenue accepted by the City in FY 2021, but not yet appropriated to specific departments.  On May10, 2021, the City submitted a certification to the United States Treasury Department, accepting the City’s allocation of $29.8 million in ARPA Funding. The funds were appropriated to a reserve account in Non-Departmental, pending the approval of specific eligible projects. In July 2021, City Council approved specific eligible projects to support the community. Attachment 3 provides a chart of the approved projects and the Department who will be responsible for the execution. It should be noted that several funding decisions were made in FY 2021 related to food security and eviction prevention, totaling $1,561,643. Additionally, $2 million was set aside to address continued COVID response by the City government and the Alexandria Health Department.  These funds will be used in part to address unforeseen and unbudgeted costs in the coming year related to the pandemic. Other available streams of funding, including FEMA and direct aid from the state to the Alexandria Health Department (AHD), also will be utilized for all eligible expenses. 

 

(2)                      Appropriation of grant revenue accepted or adjusted by the City in FY 2021, for specific programs, but not yet appropriated. The Court Service Unit was awarded a two-year Youth Mentoring grant in FY 2021. This appropriation amends the FY 2022 budget to include $49,890 in second year funding for this grant program.

 

(3)                     Appropriation of donation revenue accepted or adjusted by the City in FY 2021, for specific programs, but not yet appropriated. This appropriation provides $38,000 in donations for the Friendship Firehouse Company to preserve the 1851 Rodger hand suction engine.

 

(4)                      Appropriation of Capital Improvement Program Funds. This appropriation of $17,920,000 million will provide budget authority in the CIP to purchase a 1703 North Beauregard for use as an education facility, which was approved by City Council in July 2021. ACPS is now in its due diligence period and expects to close by the end of the calendar year. In conjunction with this appropriation, an equal amount of funds originally approved/appropriated for non-specified City and ACPS property acquisition will be eliminated.

 

FISCAL IMPACT:  The four (4) sections of the ordinance appropriate a total of $18,007,890 as follows:

 

Section 1:                     Transfer of ARPA Fund Budget Authority Between Departments                     $0

Section 2:                      Appropriation of Grants and Special Revenue                     $49,890

Section 3:                     Appropriation of Donation Revenue                     $38,000

Section 4:                     Appropriation of Capital Improvement Program                     $17,920,000
