Review and Confirmation of the Suspension of Enforcement of Certain City Codes and Ordinances Taken by the City Manager Pursuant to the City's Continuity of Government Ordinance to ease certain restrictions on package delivery businesses that are working to comply with the Governor's Forward Virginia Plan.

ISSUE: That City Council review and confirm the suspension of enforcement of certain City Codes and Ordinances that have been taken by the City Manager to assist package delivery businesses as they work to address the emergency and comply with the Governor's Forward Virginia Plan.

RECOMMENDATION: That City Council confirm the suspension of enforcement of the codes and ordinances to allow flexibility for package delivery businesses as described in the attached document labeled Attachment 1 and allow the suspension to continue until March 31, 2021 or sooner if the City Manager determines that the suspensions should be lifted for any reason.

DISCUSSION: The COVID-19 pandemic has contributed to an increase in package shipping and deliveries as more people order online to limit in-person purchases. As the Winter holiday season approaches, a surge in package shipping and delivery is expected with more individuals visiting delivery businesses to drop off and pick-up packages. Staff recommends allowing delivery businesses the opportunity to establish temporary trailer facilities on private property in commercial zones beginning immediately and until March 31, 2021.
