Receipt of Proposed Coordinated Community Post-COVID-19 Recovery Plan.

ISSUE: How should the City government and its community partners best support the most vulnerable in Alexandria recover from the economic and social impact of the COVID-19 pandemic and lift them above the pre-COVID-19 baseline levels?
RECOMMENDATION: That City Council receive the attached report and direct the City Government Community Recovery Plan Team to provide the Proposed Coordinated Community Post-COVID-19 Recovery Plan to the related City boards and commissions and community partners for feedback, and refinement, and then proceed to utilize the recommendations in this report in developing FY 2022 Proposed Operating Budget recommendations.
BACKGROUND: While the COVID-19 Pandemic is ongoing, it is important to think beyond the pandemic and to begin to plan for economic and social recovery for Alexandria's most vulnerable populations. In order to do that, I appointed a multi-jurisdictional staff group (the "City Government Coordinated Recovery Plan Team") to assess what the City learned about (1) the needs of its most vulnerable populations during the pandemic, and (2) the strengths and shortcomings of the City programs and services which were evidenced by stress, pressures and demands that the pandemic placed on City residents and the City government.
This staff team met over the last few months and developed the attached proposed plan. This plan will primarily be used during the preparation of FY 2022 Proposed Budget in order to help prioritize budget resources. There are also a number of recommendations that can utilize existing resources to be accomplished.
