ISSUE: Consideration of a temporary construction use and maintenance agreement with Arlington County to construct the Potomac Yard/Four Mile Run Connector Trail over City- owned property.
RECOMMENDATION: That City Council authorize the City Manager to enter into a temporary construction use and maintenance agreement (Attachment 1) with Arlington County to construct the Potomac Yard/Four Mile Run Connector Trail over City-owned property and to authorize the City Manager, if necessary, to execute additional documents to effectuate the construction use and maintenance agreement.
BACKGROUND: Arlington County's Short Bridge Park (South Park) is a 3.5 acre park located along Four Mile Run that straddles the boundary between Arlington and Alexandria. The park was created through the County's Potomac Yard Phased Development planning process. In 2018, the County and City worked jointly to develop a park plan that is integrated with the City parkland and that would connect with future planned open space in the North Potomac Yard Small Area Plan. The park plan includes new trails, plazas and other activity areas. Arlington will implement the park plan in several phases.
DISCUSSION: The first phase of the park plan will construct a ten (10) foot wide multi-use trail connection from Route 1 to the Four Mile Run trail, as depicted in the Exhibit Plan (Attachment 2).
