ISSUE: Consideration of the Submission of a Grant Application for a Competitive State Homeland Security Grant (SHSP) through the Virginia Department of Emergency Management (VDEM).

RECOMMENDATION: That City Council:

(1) Approve a grant application totaling $65,033, submitted May 19, 2020, to the Virginia Department of Emergency Management. The exact amount awarded will be determined by the VDEM; and

(2) Authorize the City Manager to execute all necessary documents that may be required.

BACKGROUND: The Alexandria Sheriff's Office (ASO) applied for a competitive grant to mitigate the hazard of a terrorism/active shooter event. Eligible participants include units of local and state governments. The ASO is seeking funds to purchase a weapons training simulator and funds to conduct an active shooter exercise with members of the police department.

DISCUSSION: The ASO plans to purchase the simulator to improve firearms proficiency and the choice of force decisions for deputies. The cost of the simulator is $54,893. The ASO also intends to conduct an active shooter exercise with members of the police department at the courthouse and anticipates $10,140 in overtime costs for the training. The total request for ASO is $65,033.

If the Council does not approve the grant application, we will decline any award offered.
FISCAL IMPACT: There is no match requirement, and reimbursement funds awarded may not equal the request. Any funds awarded will be deposited directly into the City's General Fund Account after acceptance a...
