Public Hearing and Consideration of a License Extension between the City of Alexandria and the Alexandria Seaport Foundation for the docking of the Maritime Heritage Center in the City Marina.

ISSUE: City Council consideration of a license extension between the City of Alexandria and the Alexandria Seaport Foundation.

RECOMMENDATION: That City Council after the public hearing authorize the City Manager to execute the attached four (4) month License Extension (Attachment 1) with the Alexandria Seaport Foundation.

BACKGROUND: The Alexandria Seaport Foundation (ASF) is a 501(c)(3) non-profit organization which was established in 1982 to honor the City's maritime heritage and culture. In 1993, ASF shifted its focus to serving at-risk youth through adult mentoring, project-based learning and the building of wooden boats. ASF has operated the Maritime Heritage Center in the City Marina since January 1, 1999. ASF continues to offer classes and workshops for youth and adults on ship building and related maritime activities, and featured programs on the City's maritime history.

DISCUSSION: The Alexandria Seaport Foundation and the City of Alexandria wish to amend the current License Agreement (Attachment 2) to provide a four (4) month extension to allow for the negotiation of a new license agreement to be considered by City Council following restrictions implemented in response to the COVID-19 incident.
