Final Passage of an Ordinance to Revise Transportation and Environmental Services Department Grading Plan Review Fees. [ROLL-CALL-VOTE]

ISSUE: Consideration of a proposed ordinance to revise the Transportation & Environmental Services Department Grading Plan review fee.
RECOMMENDATION: That City Council adopt the proposed ordinance (Attachment 1) as part of the FY 2021 Approved Budget. The new fee(s) will be effective July 1, 2020.
BACKGROUND: This memorandum provides detailed information regarding a proposed Transportation & Environmental Services Department fee increase for FY 2021. The fee increase is projected to bring in an additional $15,000 in revenue for the City in FY 2021.
DISCUSSION: Staff proposes an increase to the Transportation & Environmental Services Department Grading Plan review fee from $500 to $1,000. The fee increase would narrow the gap between the cost of services provided and recovery of those costs. This change will bring the fees closer in line with our neighboring jurisdictions with grading plan fees of $1,500 and higher. There is no expected impact to underrepresented or underserved communities.
FISCAL IMPACT: Increasing the Grading Plan review fee is projected to generate approximately $15,000 in additional General Fund revenue each year. There are 30 grading plans expected to be submitted each year and the additional $500 for each of the 30 grading plans.
