Consideration of a Resolution to Add a Fee for the City’s On-Street Reserved Motorcoach Parking Permit. [ROLL-CALL-VOTE]

ISSUE:  A resolution to revise the Transportation & Environmental Services Department Fees to add a new fee for On-Street Reserved Motorcoach Parking Permit.

 

RECOMMENDATION:  That City Council adopt the attached Resolution (Attachment) as part of the FY 2021 Approved Budget. The new fee(s) will be effective July 1, 2020.

 

BACKGROUNDThis memorandum provides detailed information regarding a proposed $5 Department of Transportation & Environmental Services (T&ES) fee for FY 2021. The new fee is projected to bring in an additional $6,000 in revenue for the City in FY 2021. 

 

DISCUSSIONStaff proposes a new fee to the Department of Transportation & Environmental Services to charge $5 for an On-Street Reserved Motorcoach Parking Permit Fee. Currently, this permit is free. The fee will help defray the costs of administering the system and provide a modest incentive for operators to use their permits efficiently.

 

The City currently offers several locations for Motorcoach parking, each with varying costs and time lengths.

 

1.                     Free, unreserved (first-come, first-served) parking:

a.                     400 Block of Swann Ave (7 spaces)

2.                     Free, reserved short-term (4-hour) permit parking

a.                     500 block of North Union Street (5 spaces)

b.                     900 block of North St. Asaph Street (3 spaces)

3.                     Paid, reserved long-term parking, with daily and overnight rates ($20 & $45)

a.                     George Washington Masonic Temple, 101 Callahan Drive (~25 spaces)

 

The fee would apply to the reserved short-term parking spaces under item 2. Currently, users must obtain a free permit from the City’s website. This proposal would charge $5 per permit.

 

Free Motorcoach parking will still be available to bus operators on a first-come, first-served basis on Swann Avenue. Additionally, longer-term parking is also available at the George Washington Masonic Temple.

 

FISCAL IMPACT:  Establishing the on-street reserved Motorcoach parking fee is projected to generate approximately $6,000 in additional General Fund revenue each year.
