Public Hearing on the FY 2021 City Council Preliminary Add/Delete Proposals and the City Manager’s proposed amendments to the FY 2021 proposed budget. Budget Adoption is scheduled for Wednesday, April 29, 2020 at 7:00 p.m.

ISSUE:  Consideration of public comment on FY 2021 City Council preliminary Add/Delete proposals as well as budget amendments contained in the Proposed Budget Version 2.0 document.

 

RECOMMENDATIONThat City Council hold a public hearing on (1) preliminary Add/Delete proposals, and (2) budget amendments contained in Proposed Budget Version 2.0 (Attached).

 

BACKGROUND:  Beginning last year, City Council directed staff to include a public hearing specifically for the public to respond to City Council preliminary Add/Delete proposals. This action has been formalized in the Budget Guidance Resolution (#2915 for FY 2021).

 

DISCUSSION:  Per Resolution 2915, Section (f) - Actions of City Council Concerning the Add/Delete Process, City Council members may submit amendments to the FY 2021 Proposed Budget no later than April 16, 2020.

 

City Council is holding a public hearing to hear any public comment on submitted preliminary add/delete proposals. City Council held its Annual Budget Public Hearing on March 9, 2020.  Staff will provide a summary of preliminary add/delete submissions on Friday, April 17, 2020. This memorandum will be available to the public for review on the Office of Management & Budget website, posted as a budget question (alexandriava.gov/budget/info/fy21memos/ <https://www.alexandriava.gov/budget/info/FY21Memos/>).

 

In addition to comment on any City Council Add/Delete proposals the public may also speak on the budget amendments contained in Proposed Budget Version 2.0 which was issued by the City Manager and published on April 7, 2020. This amendment to the City Manager’s original proposed budget was necessary due to the dramatic economic impacts created by the COVID-19 virus.

 

The public hearing will accommodate electronic participation. If the public is unavailable to comment at the April 18, 2020 public hearing, residents may submit comments on the Office of Management & Budget website (alexandriava.gov/budget <https://www.alexandriava.gov/Budget>). Comments will be collected through Friday, April 24, 2020.

 

The remainder of the budget development process continues with Work Session #9, Preliminary Add/Delete on Tuesday, April 21, 2020 at 7:00 p.m. followed by Work Session #10, Final Add/Delete on Monday, April 27, 2020 at 7:00 p.m. The FY 2021 budget is scheduled for adoption on Wednesday, April 29, 2020 at 7:00 p.m.

 

FISCAL IMPACT:  Per Resolution 2915 all add/delete submissions must be in balance or produce a revenue surplus. Preliminary add/delete submissions may either reduce or increase the overall FY 2021 proposed budget, but no options may produce an unbalanced budget.
