Special Delegation Authority for the City Manager to Apply for and Accept Grants During a Declared Emergency. [ROLL-CALL VOTE]

ISSUE: That City Council consider a resolution to allow the City Manager to apply for and accept grants during the City’s emergency declaration period subject to the ratification by Council when feasible.
RECOMMENDATION: That City Council adopt the attached resolution to delegate to the City Manager the authority to apply for grants and accept grant awards that are in the best interest of the City during this COVID-19 emergency in the event that City Council is unable to do so in a timely manner.
DISCUSSION: The City may have the opportunity to be considered for grants or aid under federal legislation (H.R. 6074 and H.R.6201) or existing and future federal and state legislation. Foundation grants may also be available. The deadlines for consideration may be such that the City will need to apply prior to formal City Council approval. Only when these deadlines need to be met before City Council is able to formally approve the application or acceptance of a grant would the City Manager make the determination to do so. All such grant applications would be subject to City Council ratification when Council is able to act.
