Introduction and First Reading. Consideration. Passage on First Reading of an Ordinance to Make a Supplemental Appropriation for the Support of the City Government for Fiscal Year 2020

ISSUE: Increasing the FY 2020 Capital Improvement Program Appropriation for the purpose of acquiring 1315 Duke Street (Freedom House) and to make planned improvements to Eisenhower Avenue.

RECOMMENDATION: That City Council pass on first reading, and set for second reading, public hearing and passage on January 25 an ordinance:

1. Increasing the appropriation for capital projects by $1.8 million for the purchase of 1315 Duke Street (Freedom House) utilizing as the funding source not yet programmed bond interest earnings;
2. Increasing the appropriation for capital projects by $0.9 million for Eisenhower Avenue Improvement Project utilizing as the funding source not yet programmed bond interest earnings; and
3. Transferring $0.4 million previously appropriated for the Van Dorn Metrorail Station Public Transit project to the Eisenhower Avenue Improvement Project.

DISCUSSION: This Ordinance reflects the recommended additional appropriation of exiting Capital Improvement Program Funds for the purpose of (1) purchasing a property at 1315 Duke Street known as the Freedom House. The property will be purchased for $1.8 million with bond interest earnings accrued on the City's existing Bond Proceeds; (2) The additional appropriation of $1.3 million will provide funds needed to add an additional left turn lane on westbound Eisenhower Avenue at Mill Road, widening the receiving lanes on Mill Road, constructing streetscape improvements, and replacing the traffic circle at Holland Lane with a signalized "T'' interse...
