ISSUE Consideration of a Resolution to change the name of the City/INOVA Alexandria Hospital Task Force to Alexandria Health System Partners.

RECOMMENDATION That City Council approve the resolution to change the name of the City/INOVA Alexandria Hospital Task Force to Alexandria Health System Partners

BACKGROUND:  The City/INOVA Alexandria Hospital (“IAH”) Task Force was re-established in October 2004. When the original group was established in the late 1970’s and early 1980’s its purpose was to examine financial issues, Inova’s relationship to other hospitals, and Medicaid/ Medicare reimbursement. This Task Force is a joint private-public group created collaboratively with IAH. Over the years, the IAH has evolved and more City agencies and community organizations have joined the group.

In recent years, the group has discussed changing the name of the group to “Alexandria Health System Partners” since the term “Task Force” implies a specific problem and/or area of concern, and does not recognize the collaborative work being done to strengthen the Alexandria health safety net.

DISCUSSION: Alexandria Health System Partners is proposed to consist of two representatives of the Alexandria City Council appointed by the Mayor, the City Manager or his designee, the President of INOVA Alexandria Hospital or his/her designee, the Director of the Alexandria Health Department, the Executive Director of the local Federally Qualified Health Center, the local Health Foundation and City Department Heads for Fire/EMS and Community and Human Services with support from other City and Hospital staff as required.

Alexandria Health System Partners will meet at least three times per year and will review financial, programmatic, and other matters that affect the City, the Hospital and other Health System Partners in an effort to further enhance collaboration and communication that strengthens the Alexandria Health Safety Net. With two City Council members appointed to this IAH Task Force, this Task Force is subject to normal policing, open meeting and FOIA requirements of State law.

FISCAL IMPACT:  None.
