Public Hearing on the FY 2020 City Council Preliminary Add/Delete Options. Adoption is scheduled for Wednesday, May 1, 2019 at 7:00pm.

ISSUE:  Consideration of public comment on FY 2020 City Council preliminary Add/Delete options.

 

BACKGROUND:  At the budget retreat in November 2018, City Council discussed the FY 2020 budget development calendar and directed staff to include a second public hearing specifically for the public to respond to City Council Add/Delete proposals.  This was formalized with the passage of Resolution 2858 whereas Section (f) 17 - iv calls for City Council to hold a second budget public hearing to receive feedback on the items submitted by City Council members for consideration during preliminary add/delete.

 

DISCUSSION:  Per Resolution 2858, Section (f) - Actions of City Council Concerning the Add/Delete Process, City Council members may submit amendments to the FY 2020 Proposed Budget no later than April 11, 2019.

 

This year, City Council will hold a public hearing on April 13, 2019 to hear any public comment on submitted preliminary add/delete proposals. Staff will provide a summary of preliminary add/delete submissions on Friday, April 12, 2019.  This memorandum will be available to the public for review on the Office of Management & Budget website, posted as a budget question (<https://www.alexandriava.gov/budget/info/FY20Memos/>).

 

In addition, if the public is unavailable to comment at the April 13, 2019 public hearing, residents may submit comments specifically regarding add/delete submissions on the Office of Management & Budget website (<https://www.alexandriava.gov/Budget>).

 

The remainder of the budget development process continues with Work Session #9, Preliminary Add/Delete on Tuesday, April 23, 2019 at 6:00pm, followed by Work Session #10, Final Add/Delete on Monday, April 29 2019 at 7:00pm.  The FY 2020 budget is scheduled for adoption on May 1, 2019 at 7:00pm.

 

FISCAL IMPACT:  According to Resolution 2858 all add/delete submissions must be in balance or produce a revenue surplus.  Preliminary add/delete submissions may either reduce or increase the overall FY 2020 proposed budget, but no options will produce an unbalanced budget.
