Consideration of a Resolution to Temporarily Modify Hours and High Occupancy Vehicle Restrictions for Commuter Lanes along Washington Street, East Abingdon Road and West Abingdon Road. [ROLL-CALL VOTE]

ISSUE: Whether to temporarily modify hours and high-occupancy vehicle (HOV) restrictions on Washington Street, East Abingdon Road and West Abingdon Road during the Washington Area Metropolitan Transportation Authority Summer Platform Improvement Project.
RECOMMENDATION: That City Council adopt the resolution (Attachment 1) to temporarily change restrictions and hours, which will revert to normal operations after the Metrorail Platform Improvement Project. The following changes will be in place from May 20 to no later than September 30:
1. Change Washington Street HOV lanes from HOV 2 to HOV 3.
2. Extend northbound Washington Street HOV lane hours to 6 AM to 10AM from the current 7AM to 9AM.
3. Extend southbound Washington Street HOV lane hours to 3PM to 7PM from the current 4PM to 6PM.
4. Change East and West Abingdon Drive high occupancy vehicle lanes from
HOV 2 to HOV 3.
5. Extend northbound East Abingdon Drive HOV lane hours to 6AM to 10AM from the current 7AM to 9AM.
6. Extend southbound West Abingdon Drive HOV lane hours to 3PM to 7PM from the current 4PM to 6PM.
BACKGROUND: The Washington Area Metropolitan Transportation Authority (WMATA) will close all Metrorail Stations citywide between May 25 and September 2 as part of the Platform Improvement Project. During that period, WMATA will run shuttle buses with very high frequency between the King Street Old Town Metrorail Station and Ronald Reagan Washington National Airport using Washington Street.
