Consideration of City Legislative Package for the 2019 Virginia General Assembly Session.

ISSUE: Adoption of the City's Legislative Package for the 2019 General Assembly Session.

RECOMMENDATION: That City Council:

1. Adopt the following items, as recommended by Council's Legislative Subcommittee and members of City Council as set out in Attachment 1, for inclusion in the City's Legislative Package for the 2019 General Assembly Session: Key Initiatives 1-3; items A1, B1 through B14, C1 through C4, D1 through D5, E1, F1, G1 through G4, H1 through H3, I1 through I7, J1 through J7, and K1.

2. Consider whether it wishes to add to or remove any items from the Legislative Package.

DISCUSSION: For the past several months, staff has been working with Council members, City departments, and boards and commissions to develop legislative and funding proposals for inclusion in the City's 2019 Legislative Package.
On October 23, 2018 staff presented to Council the City's 2019 Legislative Package proposals. A public hearing on the City's Legislative Package proposals was held on November 17.

Note that, after public testimony and the direction of members of Council at the November 17 public hearing, two additional "Common Sense Gun Regulations" have been added to Item D4 (page 11) for your final consideration:

* Legislation prohibiting firearms of any kind on school property in the Commonwealth, specifically removing exemptions in ? 18.2-308.1C for the possession of an unloaded, secured firearm in a motor vehicle on school property and the possession of a concealed handgun by a person with a valid concealed handgun permit in a motor vehicle on school property;
