Public Hearing on the Proposed City Legislative Package for the 2019 Virginia General Assembly Session.

ISSUE:  Public hearing on the proposed City Legislative Package for the 2019 Virginia General Assembly Session.

 

RECOMMENDATION:  That City Council:

 

(1)                     Hold the public hearing on the attached Legislative Package for the 2019 Virginia General Assembly Session;

 

(2)                     Adopt the Legislative Package on Tuesday, November 27 after a work session with the Alexandria General Assembly delegation to be held that same night.

 

DISCUSSION:  For the past several months, staff has been working with Council members, City departments, and boards and commissions to develop legislative and funding proposals for inclusion in the City’s 2019 Legislative Package.

 

The proposals described in Attachment 1 have been recommended by Council for the public’s consideration.

 

Per the direction of members of Council at the October 23 legislative meeting, two additional items have been added to the draft package - “Protection of Funding for Localities” and “Requiring Net Neutrality in Virginia.” In addition, an item supporting raising the tobacco purchase age in Virginia to 21 that was inadvertently left out of the initial draft package has been included for consideration by the public. Also note that the Alexandria Commission on Persons with Disabilities has indicated that they do not have any legislative proposals for 2019 that they would like to include in the package, so the placeholder for their priorities has been removed.
