ISSUE: Consideration of the proposed City Legislative Package for the 2019 General Assembly Session.
RECOMMENDATION: That City Council:
(1) Receive the proposals for the City’s 2019 Legislative Package, as recommended by Council’s Legislative Subcommittee and included in Attachment 1;
(2) Schedule the Legislative Package proposals for public hearing on Saturday, November 17;
(3) Schedule a work session with Alexandria’s General Assembly delegation for final review of the Legislative Package immediately preceding the Tuesday, November 27 legislative meeting; and
(4) Schedule adoption of the Legislative Package for Tuesday, November 27.
DISCUSSION: For the past several months, staff has been working with Council members, City departments, and boards and commissions to develop legislative and funding proposals for the City’s 2019 Legislative Package.
Council’s Legislative Subcommittee met with the City’s General Assembly delegation on October 3, 2018 to discuss the City’s preliminary 2019 legislative package. The forty-seven proposals described in Attachment 1 have been recommended by Council’s Legislative Subcommittee for your consideration.
A Work Session with the City’s Legislative Delegation will be held on November 27 beginning at 5:30 p.m. in the Council Work Room in advance of final adoption of the Legislative package.
On December 18, 2018, Governor Northam will submit his amendments to the biennial budget for FY 2019 to FY 2020. Staff will report on the Governor’s recommendations shortly after they are released.
The 2019 General Assembly Session will be a “short” 46-day Session, beginning January 9, 2019 and ending February 23, 2019.
The Council Legislative Subcommittee will meet weekly beginning on January 4, 2019 and continuing until the Friday after the final day for bill introduction. These meetings allow the Legislative Subcommittee to review legislation with the input of City staff subject matter experts and recommend positions on legislation with an impact to the City.
The City’s Legislative Director, Sarah Taylor, will represent the City in Richmond this session, and will report to you regularly on the status of legislative and budget issues that arise during the 2019 General Assembly Session.
