ISSUE: Consideration of a Resolution to establish a Stakeholder Advisory Group in support of RiverRenew, the combined sewer mitigation program being led by Alexandria Renew Enterprises.

RECOMMENDATION: That City Council:

(1) Adopt the resolution to establish a Stakeholder Advisory Group in support of
RiverRenew (Attachment); and

(2) Request the City Manager and General Manager of Alexandria Renew Enterprises to
appoint members to the Stakeholder Advisory Group as detailed in this memorandum.

BACKGROUND: On June 29, 2018 the Virginia Department of Environmental Quality approved the Long Term Control Plan Update (LTCPU) prepared by Alexandria Renew Enterprises (AlexRenew) and the City of Alexandria. The LTCPU recommended a plan to remediate Alexandria's four existing combined sewer outfalls, which features a tunnel system coupled with upgrades to AlexRenew's Water Resource Recovery Facility to treat the additional flows delivered during rain events. In July 2018, the recommended plan was branded as RiverRenew to succinctly communicate the intent and outcomes of the program. AlexRenew, in partnership with the City of Alexandria, will lead the implementation of RiverRenew per the Outfall Transfer Agreement executed between AlexRenew and the City of Alexandria on May 1, 2018.

AlexRenew, in partnership with City staff, will advance the concept outlined in the LTCPU to complete the program by the Virginia legislative mandate of July 1, 2025.
