Consideration of a Resolution Authorizing the City to Execute a Standard Project Agreement with the Northern Virginia Transportation Authority (NVTA) for Five Projects Receiving

ISSUE:  Consideration of a resolution authorizing the City to Execute a Standard Project Agreement with the Northern Virginia Transportation Authority (NVTA) for Five Projects Receiving FY 2018 to FY 2023 70% Funds.

 

RECOMMENDATION: That City Council:   

 

1.                     Adopt the attached resolution (Attachment 1), approving the execution of NVTA project agreements for the five projects receiving FY 2018 to FY 2023 Six Year Program 70% funds totaling $27,478,652 for the City: and

 

2.                     Authorize the City Manager or his designee to execute all future updates to these five standard project agreements (Attachment 2) with the NVTA.

 

BACKGROUND:  In April 2013, House Bill 2313 was signed into law, levying additional taxes and a fee in Planning Districts that met population, motor vehicle registration and transit ridership criteria. As of July 1, 2013, only the Northern Virginia and Hampton Roads Planning Districts met these criteria. The additional revenues generated in Northern Virginia through these new taxes and fees are deposited into a fund managed by the Northern Virginia Transportation Authority. Thirty percent of the funds have been and will continue to be distributed directly to member localities for use on transportation projects; the remaining 70% of the funds are being, or will be, distributed by NVTA and used for regional transportation projects. Previously, City Council has authorized application to NVTA for specific projects. NVTA subsequently prioritized all regional project requests and have approved the following Alexandria Projects:

West End Transitway: Northern Segment (Phase I)

These funds are for the first phase of the West End Transitway, the Northern Segment of the overall Transitway project.  This includes funds for ROW, Construction, and Capital Asset Acquisition, a project manager to coordinate (within City departments and with funding, partner, and public stakeholders) the design and construction of the Transitway.

Proposed Funding: $2,200,000

 

Alexandria ITS Projects

This project will: 1) install a transit vehicle signal priority system on King Street between Dawes Avenue and Quaker Lane: and, 2) enhance the transit vehicle signal priority system on Duke Street between Walker Street and Telegraph Road.

Proposed Funding: $1,195,491

 

Alexandria Bus Network ITS

DASH will upgrade its real-time passenger info capabilities by installing Real-Time General Transit Feed Specification (GTFS), developing a Real-Time SMS text system, and installing additional real-time signage along several of its busiest transit corridors such as King Street (Route 7), Duke Street, Beauregard Street, and Van Dorn Street. 

Proposed Funding: $3,000,000 

 

DASH Transit Service Enhancements and Expansion

DASH to install electric infrastructure in the new part of the planned facility and purchase eight (8) fully-electric expansion buses. The additional expansion of electric buses will be used to provide new service in high-development areas such as Eisenhower Avenue and Potomac Yard, and to increase the reliability of existing services. 

Proposed Funding: $11,933,161 

 

Alexandria Duke St Transitway

The Alexandria Duke Street transitway will provide dedicated, curbside transit lanes on Duke Street for Bus Rapid Transit, between Diagonal Road (King Street Metro) and Walker Street (Landmark Mall). The project will include streetscape enhancements, transit stations, transit signal priority, a bicycle facility along Duke Street along with corridor-wide pedestrian improvements.

Proposed Funding: $12,000,000

 

FISCAL IMPACT: By authorizing the City Manager to execute the funding agreements for the NVTA 70% funds, the City will be able to access the authorized NVTA 70% funds and allow the City to receive funding necessary to deliver critical transportation projects.  There is no City match required to receive NVTA 70% funds.
