Public Hearing and Consideration of a One (1) Year Lease Agreement Renewal with Alexandria Soccer Association for Office Space Located at the Nannie J. Lee Center.

ISSUE:  Consideration of a one (1) year lease agreement renewal with Alexandria Soccer Association (ASA) for office space located at the Nannie J. Lee Center (“Lee Center”) located at 1108 Jefferson Street.

 

RECOMMENDATION:  That City Council:

 

1.                     Receive this report recommending a one-year lease agreement renewal between the Alexandria Soccer Association and the City of Alexandria; and

 

2.                     Schedule for public hearing on Saturday, October 13, 2018, and after the public hearing is concluded authorize the City Manager to execute the lease agreement (Attachment).

 

BACKGROUND:  In 2015 the City entered into a three-year lease agreement with Alexandria Soccer Association, a nonprofit Youth Sports Affiliate based in Alexandria for use of office space in the Lee Center. The lease agreement provided the Alexandria Soccer Association use of the 1,140 square foot office space for management of the multiple soccer programs provided by ASA for Alexandrians.

 

DISCUSSION:  The terms of the draft lease agreement are similar to the previous agreement and include a term of one-year unless terminated by either party. The terms provide the Alexandria Soccer Association with exclusive use of the office space, and entry to the Lee Center facility. This lease agreement supports the ongoing commitment of the Alexandria Soccer Association to provide positive youth development and fitness through the sport of soccer. The association’s programs are available to Alexandria youth and adults, and ASA provides financial assistance to ensure access to their recreational programs throughout the community. 

 

FISCAL IMPACT The City will receive $5,000 from Alexandria Soccer Association for the one-year term. As a Youth Sports Affiliate, ASA's rental of the space would fall under Tier 2 (20% of direct costs recovered) in the City's adopted Resource Allocation and Cost Recovery Policy. This year, ASA is projecting to support nearly 1,500 children with over $300,000 in scholarship assistance. The Department of Recreation, Parks & Cultural Activities (RPCA) is currently working with the community to review the current policy and complete an in depth cost accounting for programs and services, including facility use, provided by the department. The term of this lease is limited to one-year to ensure that future lease agreements are in line with any  policy updates considered through this process, including consideration of a new category of service for affiliate and/or RPCA nonprofit partner leases.
