Consideration of the Alexandria Community Services Board FY 2019 and FY 2020 Performance Contract with the State.

ISSUE City Council consideration of the Alexandria Community Services Board (“Board”)

FY 2019 and FY 2020 Performance Contract with the Virginia Department of Behavioral Health and Developmental Services.

 

RECOMMENDATION That City Council approve the Board’s Performance Contract with the Virginia Department of Behavioral Health and Developmental Services (the “State”) (Attachment).

 

BACKGROUND:  State Code requires Community Services Boards to prepare a Performance Contract and have this Contract approved by the local governing body (Virginia Code Section 37.2-508).  The Performance Contract, an agreement with the State that serves as the primary accountability and funding mechanism for the relationship between the Board and the State, specifies funding levels for state and federal funds that are disbursed through the State and sets service and reporting requirements for the Board.  The Performance Contract includes revenue, expenditure, and staffing levels that are consistent with Board programs included in the City Council Approved FY 2019 Budget for the Department of Community and Human Services. 

 

FISCAL IMPACT Approving the Performance Contract allows the Board to receive $7.3 million in State revenues and $2.2 million in Federal funds from the Virginia Department of Behavioral Health and Developmental Services.
