Report from the Ad Hoc Committee on Council Compensation.

ISSUE: Whether to increase compensation of the Mayor and Members of City Council for the next term of Council?

 

RECOMMENDATION:

 

1.                     Receive the report from the Ad Hoc Committee on Council Compensation and thank them for their work; and

 

2.                     Determine whether or not to:

 

i.                     Direct the City Manager to bring forward for public hearing on Saturday, June 23, the increases to $41,600 for the Mayor and to $37,500 for other Members of City Council as recommended by the Ad Hoc Committee on Council Compensation, in the compensation for the next term of Council, or

 

ii.                     Select other compensation amounts to advertise for public hearing, or

 

iii.                     Make no changes in compensation amounts for the next term of Council.

 

BACKGROUND:  Earlier this year Council established a five-member Ad Hoc Committee on Council Compensation, which the City Manager appointed, in order to study if the compensation of the Mayor and Members of Council should be for the upcoming term (calendar years 2019, 2020, and 2021) of Council. The compensation level for Council for its next term needs to be set by July 6, 2018. Earlier this week the Ad Hoc Committee issued its report (attached). If Council decides it wishes to advertise higher compensation than the current $30,500/Mayor and $27,500/Council Members rates, then Council would need to direct the City Manager to bring back an ordinance later in May for first reading, and then second reading, public hearing and consideration of passage at Council’s June 23 public hearing meeting.

 

FISCAL IMPACT: The FY 2019 fiscal impact of the Ad Hoc Committee’s changes would be $40,300 (salary increase plus applicable fringe benefit costs for one-half of a fiscal year) and $80,600 for FY 2020 and beyond.
