ISSUE: Consideration of a grant application to the Virginia Alcoholic Beverage Control Authority (VA ABC) to support underage drinking prevention activities by the Substance Abuse Prevention Coalition of Alexandria (SAPCA).

RECOMMENDATIONS: That City Council:

1) Authorize the submission of an application to VA ABC for funding in the amount of $10,000 to be used to support underage drinking prevention initiatives for Alexandria youth; and

2) Authorize the City Manager to execute all necessary documents that may be required.

BACKGROUND: VA ABC's Alcohol and Education and Prevention Grant will fund up to $10,000 for programs, from July 1, 2018 through June 30, 2019, that meet one or more of the following priorities: underage drinking prevention, social providing or social hosting prevention, or high-risk drinking prevention. SAPCA proposes to use the funding for initiatives that fall into these categories and are included in their action plan. The application is due on April 25, 2018.

The Department of Community and Human Services has received $125,000 annually from the Office of National Drug Control Policy's Drug Free Communities Grant Program for nine years to fund substance abuse prevention community-wide activities. Funding from the VA ABC grant would allow SAPCA to build on these activities.
