Consideration of an Agreement with the National Park Service to Facilitate Design and Construction of the Potomac Yard Metrorail Station Project.

ISSUE: Consideration of a Cost Recovery Agreement with the National Park Service (NPS) for the funding of additional resources to facilitate design and construction of the Potomac Yard Metrorail Station Project.

RECOMMENDATION: That City Council authorize the City Manager to sign the Cost Recovery Agreement.

BACKGROUND: NPS issued a Record of Decision (ROD) for the Potomac Yard Metrorail Station Project on November 1, 2016. The project will require the NPS to issue permits for the temporary use of land under its administration for construction staging and to exchange properties with the City. In addition, per the ROD, NPS will participate in the review and approval process of applicable design reviews (including the Final Site Plan).

DISCUSSION: The NPS scope of work includes reviewing design and construction plans; reviewing and issuance of permits for access and use of areas under NPS administration; and reviewing design elements to ensure compliance with the NPS ROD. The City will reimburse costs incurred by NPS staff in reviewing these plans and permit applications.

With this agreement in place, NPS will identify a dedicated NPS Project Manager ( the "PM") to provide the primary point of contact to the City during design and construction. The PM will coordinate plans and permit application reviews to ensure good project communication within the NPS, and between the NPS and the City.
