ISSUEConsideration of a two (2) year license agreement renewal with Fight for 

Children for the Alexandria Boxing Club at Charles Houston Recreation Center located

at 901 Wythe Street.

 

RECOMMENDATIONThat City Council:

 

1.                     Receive this report recommending a Two (2) Year License Agreement between the City of Alexandria and Fight for Children; and

 

2.                     Schedule a public hearing for Saturday, February 24, 2018, and after the public hearing is concluded authorize the City Manager to execute the Two (2) Year License Agreement (Attachment 1) between the City of Alexandria and Fight for Children.

 

BACKGROUNDIn 2015, the City entered into a two-year license agreement with Fight for Children, a nonprofit based in Washington, D.C. for the Alexandria Boxing Club’s use of the boxing facility at the Charles Houston Recreation Center. The Alexandria Boxing Club is a program of Fight for Children. The license agreement provided the Alexandria Boxing Club use of the 1,800-square foot boxing facility for an afternoon elementary after school program and for a boxing training program evenings and Saturdays. City of Alexandria youth ages 5 to 17 participate in the programs for free.

 

DISCUSSIONThe terms of the draft license agreement are similar to the previous agreement and include a term of two years unless terminated by either party. The terms provide the Alexandria Boxing Club exclusive use of the facility Monday-Friday from 4:30 p.m. to 9 p.m. and Saturday from 9 a.m. to 2 p.m.  The City’s Department of Recreation, Parks and Cultural Activities has use of the facility during the remaining operating hours for the recreation center. This license agreement supports the ongoing commitment of the Alexandria Boxing Club to provide positive youth development and fitness through the sport of boxing. The club’s programs are available to Alexandria youth at no cost, and nonresident fees support the City’s adopted Resource Allocation and Cost Recovery Policy for recreation facilities/programs.

 

Under new City approval processes leases and licenses of City property now come to City Council for public hearing consideration and approval, in lieu of being handled administratively as was prior practice.

 

FISCAL IMPACTThe City will receive $5,000 from Fight for Children for the two-year term. The $5,000 payment is specifically for the boxing training program, with no payment assigned for the youth after school program use. Nonresident youth participants, as well as both resident and nonresident adults pay the daily admission for the recreation center use, or can purchase monthly or 12-month passes for use of the Center. These fees vary based on the number of participants in the programs, and support City Council’s adopted Resource Allocation and Cost Recovery Policy. The City performs and pays for the cost of custodial care for the licensed area.
