Consideration for a New Grant Application to the Virginia Department of Motor Vehicles to Promote Pedestrian and Bicycle Safety in FY 2019.

ISSUE: Consideration for a new grant application to the Virginia Department of Motor Vehicles (DMV) to promote pedestrian and bicycle safety.
RECOMMENDATION: That City Council:
(1) Approve the grant application to the Virginia DMV in the amount of $5,000, which will provide funds to the Police Department to operate a pedestrian and bicycle safety program; and
(2) Authorize the City Manager to execute all necessary documents that may be required.
BACKGROUND: For the past nineteen years the City has obtained a grant through the Virginia Department of Motor Vehicle for Aggressive Driving/DUI Interdiction. This year, the Police Department would like to pursue additional funding opportunities to support the Traffic and Safety initiative sponsored by the Police Department and contribute to the City's Vision Zero project. This funding will be used to enhance safety initiatives that focus on the identification of pedestrian safety problems and the subsequent development and implementation of solutions. The targeted objectives will be to reduce pedestrian fatalities and injuries, public information/education, and enforcement.
DISCUSSION: The new grant request is for $5,000 for Federal FY 2019 (October 1, 2018 through September 30, 2019). If approved, the Police Department will employ police officers on overtime to support the Traffic Safety plan contributing to pedestrians and bicycle safety in the City.
The Police Department may also use some of this funding for equipment needs for the success of this plan.
