ISSUE: Consideration of a resolution requesting the Virginia Department of Transportation (VDOT) to make changes to the VDOT inventory of roadways in Alexandria that are eligible for annual maintenance payments from the State's Commonwealth Transportation Board (CTB).
RECOMMENDATIONS: That City Council:
(1) Adopt the attached resolution requesting VDOT update the list of roadways and lanes in the City that are eligible to receive annual maintenance payments from the State; and
(2) Authorize the City Manager or his designee to forward the resolution to the VDOT.
BACKGROUND: Section 33.2-319 of the Code of Virginia provides that qualifying cities receive payments from the CTB to assist in funding the maintenance of certain roadways. Each quarter, the City receives a payment from VDOT to maintain certain designated roadways in Alexandria through the Urban Maintenance Program. Roadways eligible for a maintenance payment must be classified through the State Functional Classification System as Principal and Minor Arterial Roads or Collector Roads and Local Streets. Payments are based on the criteria outlined in Section 33.2-319, including general eligible lane mileage for each roadway that also meets additional minimum situational standards, such as right-of-way width, roadway width, and pavement thickness.
Each year, jurisdictions can notify the State of adjustments they wish to make in roadway mileage (additions and deletions) as well as changes to the functional classification of existing roadways. These changes can be the result of an increase in traffic or other guidelines set forth by VDOT such as reconstruction and/or widening. The process of notification requires authorization by a jurisdiction's governing body.

DISCUSSION: The purpose of this change is to propose removal of 2.4 lane miles from the City's maintenance inventory at I-395 and Duke St. in order to clarify State maintenance responsibility in these areas. For decades, the maintenance responsibility of the I-395 interchanges at Duke Street and King Street have been unclear. Inaccurate descriptions in VDOT's Urban Maintenance Inventory of roadways caused confusion as to the maintenance responsibilities of these interchanges. T&ES met with VDOT to discuss this issue and both parties agreed that the maintenance of Duke Street and King Street should be consistent with VDOT interchange best practices and typical conditions in other jurisdictions. These best practices identify VDOT as the responsible maintenance party for the areas inside the prism of the interchange ramps.

Presently, the City's eligible roadway mileage for Principal and Minor Arterial Roads is 189.50 lane miles and 312.36 lane miles for Collector Roads and Local Streets. If the requested changes to the roadway mileage is approved, the Principal and Minor Arterial Roads lane miles will decrease by 2.40 lane miles to 187.10 lane miles and the Collector Roads and Local Streets lane miles will not change.

FISCAL IMPACT: The highway maintenance payment rates for FY 2017 are $20,717 per lane mile for Principal and Minor Arterial Roads, and $12,161 per lane mile for Collector Roads and Local Streets. This request, if approved by the CTB, will decrease City payments in FY 2018 by approximately $49,721. However, the City will not need to expend funds to maintain these roadways. Additionally, the resulting decrease in revenue is expected to be offset by the addition of new streets, which will be submitted to VDOT for inclusion in the Urban Maintenance Inventory later this year.
