ISSUE: Council consideration of an ordinance to amend and reordain Article V (Public Health Advisory Commission) of Chapter 4 (Committees, Boards and Commissions) of Title 2 (General Government) of the City Code to change the composition of the Alexandria Commission on HIV/AIDS.

RECOMMENDATIONS: That the City Council:

(A) Adopt the proposed ordinance (attached) on the first reading and set it for public hearing, second reading and final passage on Saturday, March 18, 2017; and

(B) The following membership changes are proposed:


1. The INOVA Hospital System has created INOVA Juniper, a subsidiary, which provides
HIV/AIDS services to all Northern Virginia, including Alexandria residents. Therefore,
the Commission recommends changing the Alexandria Hospital membership to a
representative from INOVA Juniper.

2. The Whitman Walker Clinic was removed since it no longer serves Northern Virginia.

3. The Alexandria Chapter of the Red Cross was removed since the organization no longer
provides HIV education.

4. The Alexandria Gay and Lesbian Community Association no longer exists, as they
merged their operations with another entity. Therefore, the Commission expanded the reference to a local Gay and Lesbian Community Association.

5. The Northern Virginia AIDS Ministry was removed since it no longer exists.
