TITLE
Introduction and First Reading. Consideration. Passage on First Reading of an Ordinance to Amend Section 2-4-116 of Article P (Alexandria Commission on HIV/AIDS) of Chapter 4 (Committees, Boards and Commission) of Title 2 (General Government) of the City of Alexandria Code.

ISSUE: Council consideration of an ordinance to amend and reordain Article V (Public Health Advisory Commission) of Chapter 4 (Committees, Boards and Commissions) of Title 2 (General Government) of the City Code to change the composition of the Alexandria Commission on HIV/AIDS.
RECOMMENDATIONS: That the City Council:
(A) Adopt the proposed ordinance (attached) on the first reading and set it for public hearing, second reading and final passage on Saturday, March 18, 2017; and
(B) The following membership changes are proposed:
1. The INOVA Hospital System has created INOVA Juniper, a subsidiary, which provides
HIV/AIDS services to all Northern Virginia, including Alexandria residents. Therefore,
the Commission recommends changing the Alexandria Hospital membership to a
representative from INOVA Juniper.
2. The Whitman Walker Clinic was removed since it no longer serves Northern Virginia.
3. The Alexandria Chapter of the Red Cross was removed since the organization no longer
provides HIV education.
4. The Alexandria Gay and Lesbian Community Association no longer exists, as they
merged their operations with another entity. Therefore, the Commission expanded the reference to a local Gay and Lesbian Community Association.
5. The Northern Virginia AIDS Ministry was removed since it no longer exists.
6. Obtaining and maintaining membership from high school students has been difficult as a
result of most applicants having been in their junior or senior year and then leave the commission upon graduation. The change would allow for students who are enrolled in local colleges and university, in addition to high school, to serve on the commission.
7. In order to further broaden the Commission’s base, an additional at large citizen member
was added.
BACKGROUND & DISCUSSION: The Public Health Advisory Commission is currently composed of 27 members representing the following:
• Two (2) representatives from Alexandria Hospital;
• One (1) representative from the Whitman Walker Clinic;
• One (1) representative from Hospice of Northern Virginia;
• One (1) representative from a HIV/AIDS service organization who provides services in the City to the minority community;
• One (1) representative from the Alexandria Red Cross;
• One (1) representative from the Alexandria Gay and Lesbian Community Association;
• One (1) representative from the Northern Virginia AIDS Ministry;
• One (1) representative from the Alexandria City Public Schools; the Sheriff, or the Sheriff's designee;
• One (1) representative from the Alexandria Community Services Board;
• One (1) representative from the Alexandria Human Rights Commission;
• One (1) representative from the Alexandria Youth Policy Commission;
• One (1) representative from the Alexandria Commission for Women;
• One (1) practicing physician;
• One (1) City high school student; and
• Eleven (11) citizens-at-large.
Due to continuing vacancies, a desire to broaden its base, and the change over time in the titles of many member groups, the Alexandria Commission on HIV/AIDS requests that its membership be revised. The background for each change is as follows:

FISCAL IMPACT: There would be no fiscal impact associated with this ordinance change.
