ISSUE:  Consideration of an expansion to the restricted overnight parking district in Brookville Seminary Valley to include the west side of the 1100 block of N. Pegram Street.

 

RECOMMENDATION:  That City Council approve the expansion of the Brookville Seminary Valley restricted overnight parking district to include the west side of the 1100 block of N. Pegram Street.

 

BACKGROUND:  In 2011, the City Council approved a restricted overnight parking district for blocks in the Brookville Seminary Valley neighborhood.  Pursuant to this approval, parking on streets within this district is restricted between the hours of midnight and 6:00 AM except for vehicles with a city decal.  The residents of the 1100 block of N. Pegram Street have submitted a petition (Attachment 1) requesting the boundary for the restricted overnight parking district be expanded to include their block as depicted in Attachment 2.  Currently, the boundary ends just before these properties.  The block has enacted the District 12 daytime parking restrictions (No parking 8AM-5PM Monday-Friday, except for vehicles with a City decal).  However, they have noted an increase of non-resident vehicles parked overnight on their block. 

 

The Traffic and Parking Board held a public hearing to review this request at their meeting on November 14, 2016.  There was one public speaker who spoke in support of expanding the district to include this block.  The Board voted unanimously to recommend approval of the request to expand the proposed district.

 

DISCUSSION:  Pursuant to Section 5-8-82 of the City Code, a request for a restricted overnight parking district should be made through a petition signed by at least two thirds of the residents on the block face.  The residents of this block face have submitted a petition signed by all of the residents on this street, exceeding the two thirds requirement.  After receiving this petition, the City conducted several surveys of the block in June and July during the restricted parking hours (midnight to 6:00 AM) to determine if more than 25% of the parked cars are owned by non-residents.  An average of the surveys conducted found that 38% of the vehicles parked on this block did not display a City of Alexandria decal.  Each survey found at least 25% of the parked cars were owned by non-residents and there were several instances where the percentage was 50% or greater. 

 

FISCAL IMPACTIf the district is approved, staff will add the overnight restrictions to the four existing signs on this block with the daytime restrictions.  Staff estimates the cost to modify these signs will be approximately $200.  Since this block is adjacent to other blocks with the overnight parking restrictions, staff anticipates minimal impact to existing parking enforcement staff operation to enforce the restrictions on this additional block.
