TITLE

Consideration of Approval of a Petition to Expand the Boundaries of Residential Permit Parking District 11.

BODY

_________________________________________________________________

ISSUE:  Consideration of a petition to expand the boundaries of Residential Permit Parking District 11 to include the north side of the 300 block of East Glebe Road.

RECOMMENDATION:  That City Council approve this petition and amend the Residential Permit Parking District Map to include the north side of the 300 block of East Glebe Road in District 11.

BACKGROUND:  The Traffic and Parking Board (Board) recently approved a petition to install residential permit parking signage (2 hours, Monday-Friday, 8AM to 9PM) on the south side of the 300 block of East Glebe Road.  This side of the block is part of Residential Permit Parking (RPP) District 11 and includes approximately 7 on-street parking spaces.  In conjunction with this request, the Board also reviewed a request to expand the boundary of District 11 to include the eight residential parcels on the north side of the block (Attachment 1).  There is no parking on the north side of East Glebe Road, so many of the residents use the spaces on the south side of the block.  However, the north side of the block is currently outside the boundary for District 11, meaning the residents would not be eligible for District 11 permits to continue parking on the south side of the street longer than the newly approved restrictions. The Board recommends approval of the expansion to District 11.  Attachment 2 illustrates the existing and proposed boundary for District 11.

DISCUSSIONThe residents of the south side of the block are supportive of the expansion, which would allow their neighbors on the north side to continue parking in the spaces.  Additionally, they have requested that the new signage not be installed until the expansion is approved and the residents on both sides are eligible to obtain permits.

FISCAL IMPACTThe fiscal impact of approving this petition is minor.  Eight households would be eligible to purchase District 11 parking permit stickers at the cost of $30 for the first vehicle, $40 for the second vehicle, and $100 for each additional vehicle. Since there is no parking in front of these homes, additional enforcement is not required.
