ISSUE:  City Council consideration of an extension of the Programmatic Project Administration Agreement (PPAA) for the Virginia Department of Transportation (VDOT) for the Revenue Sharing Program.

 

RECOMMENDATION:  That City Council:

 

1)                     Adopt the attached resolution to approve the extension of the PPAA for VDOT for Revenue Sharing Program funds to continue citywide street and alley reconstruction and resurfacing of major roads; and

2)                     Authorize the City Manager to submit this resolution and enter into any agreements with the Commonwealth of Virginia that may be required to receive these funds should the requested allocation be approved.

 

BACKGROUND:  The Commonwealth of Virginia’s Revenue Sharing Program provides additional funding for use by eligible counties, cities, or towns to construct, reconstruct, improve or maintain roads. Locality funds are matched, dollar for dollar, with state funds, with certain limitations on the amount of state funds authorized per locality. Applications for revenue sharing funds must be made by resolution of the governing body of the applicant jurisdiction, and funding is allocated by resolution of the Commonwealth Transportation Board (CTB).

 

DISCUSSION:  The City applies to the Revenue Sharing Program annually, typically for funds used in one of two categories: maintenance (defined as pavement mill and overlay) and street reconstruction (which, in addition to milling, may include excavation of the road subgrade, utility improvements and more extensive curb/gutter or drainage improvements). VDOT has notified localities to expect a reduction in availability of maintenance funds in future fiscal years. However, because the Revenue Sharing Program will continue to remain an important source of matching funds for future infrastructure improvements, the City should renew its multi-year PPAA agreement with VDOT.

 

In FY 2014, VDOT began using a consistent PPAA for Revenue Sharing Projects and the City’s current agreement is set to expire on June 30, 2016. Due to a recent requirement, each locality, by resolution, must provide assurance of its commitment to funding the project and in meeting its financial obligation under the Program. Therefore, this PPAA extension must be executed to allow the City to continue to participate in the Revenue Sharing Program. If City Council approves, the resolution must be submitted to VDOT by May 13, 2016 for consideration by the CTB.

 

FISCAL IMPACT:  There is no fiscal impact associated with the extension of the PPAA. All previously approved projects have already been approved through Council resolution and any future applications for Revenue Sharing projects will be brought before Council for resolution for approval prior to application.
