ISSUE: Consideration of a Resolution to Set the Residential Refuse Fee for Fiscal Year 2017.

 

RECOMMENDATION: That the City Council adopt the attached Resolution (Attachment 1) as part of the FY 2017 approved budget on May 5, 2016. The new fee will be effective July 1, 2016.

 

DISCUSSION: As part of the FY 2017 proposed budget, the residential refuse fee was proposed to increase by $16, from $337 per household to $353 per household. As part of the add-delete process, City Council increased the residential refuse fee by $10 per household from $353 to $363 to implement the trash and recycling component of the Citywide Parks Improvement Plan ($163,469) and expand the availability of public space recycling cans ($19,021). At $363 per household per year, the refuse collection fee almost fully covers all costs of these services. 

 

FISCAL IMPACT:  An estimated 18,249 households will pay this $363 fee, and the revenue to offset expenditure is estimated to be approximately $6.6 million.  The total cost of residential refuse collection for the City is estimated to be $7.3 million in FY 2017.  The difference between the estimated revenue and the total cost of the program is attributable to tax relief.  Customers who are exempt from paying real property taxes are also exempt from the residential refuse fee.
