ISSUE: City Council consideration and approval to dock the Hokule'a at the City Marina for three (3) days and waive the associated docking fees from May 15, 2016 through May 18, 2016.

RECOMMENDATION: That City Council approves the request to dock the Hokule'a at the City Marina for three (3) days and waive the associated docking fees from May 15, 2016 through May 18, 2016.

DISCUSSION: Hokule?a is a performance-accurate full-scale replica of a wa?a kaulua, a Polynesian double-hulled voyaging canoe (Attachment 1). Launched on March 8, 1975 by the Polynesian Voyaging Society, she is best known for her 1976 Hawaii to Tahiti voyage performed with Polynesian navigation techniques without modern navigational instruments. The mission of the "Malama Honua Worldwide Voyage" is to navigate toward a healthy and sustainable future for our home, the Hawaiian Islands, our Island Earth, through voyaging and new ways of learning. The vessel will be available for public viewing and crew will provide dockside learning opportunities and potential vessel tours.

Consistent with other City Council approved replica historic vessel docking, staff is requesting the waiver of the normal docking fees for transient vessels, $558 (Hokule'a) and $270 (support vessel) for a total of $828.

FISCAL IMPACT: Loss of City Council approved docking fees of $828.
