ISSUE:  Receipt of the Transportation Demand Management Six Year Plan.

 

RECOMMENDATION:  That City Council receive the Alexandria Six Year Transportation Demand Management Plan (TDMP).

 

BACKGROUND:  Transportation Demand Management Plans help TDM (Transportation Demand Management) programs like Local Motion, with an annual budget of approximately $1.28 million, improve the efficiency and effectiveness of TDM programming and services. The City’s Long Range TDMP, which has a 25 year horizon, was adopted by Council at the March 3, 2011 legislative meeting.  It serves as a long-range comprehensive road map for TDM programming and initiatives. The TDMP is a requirement for all jurisdictions receiving State TDM funding, and serves as a management and policy document for Local Motion to maximize investments of public funds to achieve the greatest possible public benefit.

 

DISCUSSION:  In December 2014, the Department of Rail and Pubic Transportation (DRPT) promulgated a new requirement for grant recipients to develop a six year Transportation Demand Plan. The TDMP modification to the planning horizon of six years is required in order to receive TDM grant funding from DRPT.  The modification itself was funded by a federal Congestion Mitigation Air Quality (CMAQ) grant.  In partnership with DRPT, City staff consolidated actions in the adopted master plan to a six year time frame.  In addition to updated funding information, the six year plan includes recent developments to the City’s TDM Program such as the mobile transit store, collaborations with Arlington County, and the addition of a new marketing and outreach contractor.  Attachment 1 provides an executive summary of the Six Year Plan, and the full plan can be accessed using the hyperlink provided in Attachment 2.

 

The TDM Six Year Plan is fiscally constrained, with a baseline program clearly defined along with additional programs to be implemented if additional funding becomes available.

 

FISCAL IMPACT:  Funding for Local Motion’s baseline operations includes federal Congestion Mitigation and Air Quality Grant (CMAQ) / Regional Surface Transportation Program (RSTP) funding which funds 67 percent of Local Motion activities.  Funding sources also include a DPRT Operations grant that funds 23 percent of Local Motion, and requires a 20 percent local match from the General Fund, and a VDOT Employer Outreach grant that funds 4 percent of Local Motion programs. The total annual budget, funded through grant funds, varies by year, but is approximately $1.28 million.
