Consideration of Adoption of the City’s Legislative Package for the 2016 General Assembly Session.

ISSUE: Adoption of the City’s Legislative Package for the 2016 General Assembly Session.

 

RECOMMENDATION:  That City Council:

 

1. Adopt the following items, as recommended by Council’s Legislative Subcommittee and set out in Attachment 1, for inclusion in the City’s Legislative Package for the 2016 General Assembly Session: items A.1 through A.4, B.1 through B.7, C.1 through C.5, D.1 and D.2, E.1 and E.2, F.1 and F.2, and G.1 through G.11; and

 

2.  Consider whether it wishes to add any other items to the Legislative Package.

 

DISCUSSION: On October 27, staff presented to Council the City’s 2015 Legislative Package proposals.  A public hearing on the Package was held on November 14.  At the hearing a speaker requested that the Council add to its package support for two bills that had been introduced in past Sessions, should they be introduced in 2016. 

 

The first of these (House Bill No. 784, from the 2012 Session) would require drivers to “exercise due care” to avoid colliding with pedestrians and cyclists.  The second (Senate Bill No. 882, from the 2015 Session) would require a driver to open a car door only when the door would not strike passing vehicles (including bicycles).
