Consideration of the Release of Contingency Funds for the Maury Schoolyard Initiative.

ISSUE: Release of funds from FY2016 contingent reserves for the Maury Schoolyard Initiative.

RECOMMENDATION: That City Council release $250,000 from FY 2016 contingent reserves for the Maury Schoolyard Initiative to the Alexandria City Public Schools (ACPS) consistent with the approved FY2016 Capital Improvement Program and as identified in FY2016 Budget Memorandum #38-A Summary of Decisions from Final Add/Delete Work Session.

BACKGROUND: On May 7, 2015, City Council approved the FY 2016 Operating and Capital budgets. The Council action included placing $250,000 for the Maury Elementary School playground into contingent reserves. Council asked that ACPS return to Council with an update on the total project cost and funding from all sources prior to the release of funds. In addition, Council asked that City and ACPS develop an MOU with respect to the operation and use of the playground, if it was not appropriately covered in an existing agreement. Staff has subsequently determined that the existing MOU agreement between the City and ACPS is sufficient to address the management and use of the Maury Playground facility.

DISCUSSION: The attached memo from Superintendent Crawley outlines project cost estimate, available funding and proposed schedule for the planned improvements at the Maury playground.

FISCAL IMPACT: The $250,000 requested is available in unallocated capital contingency funding as adopted in the FY 2016 capital budget. If City Council approves the recommendation to release the funding, it will be allocated to the project account identified by ACPS.
