Consideration of a Resolution Establishing a Stakeholder Advisory Group for the Patrick Henry Pre-K thru 8th Grade School and Recreation Center Project. [ROLL-CALL VOTE]

ISSUE:  Establishing an Ad Hoc Patrick Henry School and Recreation Center Stakeholder Advisory Group (the “Advisory Group).

 

RECOMMENDATION:  That City Council:

 

(1)                     Adopt the resolution to establish the Advisory Group (Attachment 1);

 

(2)                     Request the Mayor to appoint a member of City Council to the Advisory Group; and

 

(3)                     Authorize the City Manager to work in collaboration with the Superintendent of Schools to appoint members to the Advisory Group and its Chair, as detailed in this memorandum (Attachment 2).

 

DISCUSSION: The City of Alexandria and the Alexandria City Public Schools are engaged in a joint capital project that will result in a new Patrick Henry PreK thru 8th grade school and Recreation Center on the existing school and recreation center site.  The school is scheduled to open in September 2018. As the City Council and School Board desire to fully engage community and school stakeholders in the development of the project, staff from both the City and Schools are recommending the formation of a Patrick Henry School and Recreation Center Stakeholder Advisory Group.

 

The role of the Advisory Group shall be to:

 

                     Attend scheduled meetings which shall be open to the public;

                     Work within the framework of design principles established for the school and recreation center;

                     Act as liaisons for neighbors and the groups they represent to provide input on issues and opportunities throughout the planning and design process for the new school and recreation center;

                     Bring community values, knowledge, and ideas into the planning and design process in ways that provide lasting benefit to the local community and the City of Alexandria as a whole; and

                     Advise staff and make a recommendation regarding the preferred design of the Patrick Henry School and Recreation Center.

 

Staff assistance to the Advisory Group shall be jointly managed between the City and ACPS.

 

The group is proposed to be comprised of 13 members. In addition to the member of City Council and the School Board, the remaining members will represent the following groups:

 

                     Patrick Henry PTA (2)

                     Planning Commission (1)

                     Park and Recreation Commission (1)

                     Patrick Henry Recreation Center Advisory Council (1)

                     Foxchase resident (1)

                     Seminary Hill Association (1)

                     BrookvilleSeminary Valley Civic Association (1)

                     WakefieldTarleton Civic Association (1)

                     Citizens that live within one mile of the school (2)

 

Members shall be appointed for oneyear term. The City Manager and Superintendent shall designate the chair of the advisory group.

 

Also attached to this memorandum are a proposed project timeline (Attachment 3) and graphics depicting the public engagement process for this project (Attachment 4).

 

FISCAL IMPACT:  The adopted FY 2016 to FY 2025 CIP includes $6.8 million for the recreation center project.  The total project budget appropriated by City Council for the Patrick Henry Recreation Center project through the FY 2016 capital year budget is $6.8 million.  The total project budget approved by the School Board for the Patrick Henry Pre-K thru 8th grade facility project through the FY 2016 capital year budget is $42.6 million.  Funding for the recreation center and the ACPS Pre-K-8th grade facility is available for design, project management, construction, furniture, fixtures and equipment.
