ISSUE: Endorsement of the Long Range Educational Facilities Plan
 
RECOMMENDATION: That City Council endorse the Long Range Educational Facilities Plan (dated May 27, 2015) as amended by the Alexandria City School Board on June 11, 2015 to include:
·      Additional language in the Executive Summary that addresses the need to look at high school capacity challenges. The additional language (#12) states, "Explore options to address high school capacity challenges and fiscal impact given projected student enrollment data that indicated the need for instructional spaces to accommodate 4,558 students by 2024.  This number represents an increase of 1,035 students from 2014."
 
·      A new Appendix that includes a neighborhood analysis of students who attend school outside of their neighborhood
 
BACKGROUND: On June 13, 2015, the City Council received a staff briefing and held a public hearing on the Long Range Educational Facilities Plan (LREFP) (Attachment 1). The staff memorandum for the public hearing and the accompanying Long-Term Enrollment Forecast Scenario Chart are attached (Attachments 2 and 3). There were no speakers at the public hearing.
 
On June 11, 2015, the Alexandria City School Board adopted the LREFP "as a guidance document in which to make decisions regarding the ACPS Capital Improvement Program" (Attachment 4). Two amendments were added by the School Board and these are noted in the Recommendation above.
