Consideration of the Receipt of the Alexandria Children and Youth Master Plan and Setting it for Public Hearing for June 14, 2014.

ISSUE: Receipt of the Alexandria Children and Youth Master Plan from the Children, Youth and Families Collaborative Commission.

RECOMMENDATION: That City Council:

1) Receive the Children and Youth Master Plan;
2) Thank the members of the Commission, the Design Team, and staff for their work; and
3) Schedule the Master Plan for public hearing and final passage on Saturday, June 14.

BACKGROUND: The Alexandria City Council, in conjunction with the Alexandria City Public Schools, created the Children, Youth and Families Collaborative Commission in 2011. The Commission was established to promote the coordination, alignment and effectiveness of services provided to children, youth and their families by the City, the Alexandria City Public Schools, and community organizations. The creation of the Commission represented a paradigm shift from an age-based focus to a more holistic, outcome focused approach for its programs and services. The City Council charged the Commission with the development of the City's first Children and Youth Master Plan to guide this alignment and encourage greater collaboration.

DISCUSSION: The Commission approved the Master Plan, which was developed with the support of a 35-member Design Team, on March 12, 2014.
