Request for Release of Contingent Reserves for Jail Operational Efficiency Study (Not a Public Hearing Item)

ISSUE: City Council placed $200,000 from the Alexandria Sheriff’s Office general fund operating budget in Contingent Reserves to fund the completion of a Jail Operational Efficiency Study.

 

RECOMMENDATION: That City Council release and allocate $200,000 in contingent reserves from the Alexandria Sheriff’s Office general fund operating budget to support a Jail Operational Efficiency Study.

 

BACKGROUND: As part of the FY 2027 Add/Delete process, City Council approved a one-time placement of $200,000 from the Alexandria Sheriff’s Office general fund operating budget into contingent reserves for a Jail Operational Efficiency Study. This initiative was introduced to evaluate the facility's staffing model-which is currently scaled for a full capacity of 340 inmates despite a six-year historical average of 281.2 daily inmates-and to assess the fiscal balance between federal contract revenues and local tax support.

 

DISCUSSION: Staff is currently developing a scope of services for the study and plans to issue a solicitation in early FY 2027.

 

FISCAL IMPACT: Release of the $200,000 in contingency funds will allow completion of the study.
