Consideration of an Application for the 2025 Virginia Department of Emergency Management (VDEM) Radiological Emergency Preparedness Program (REPP) Grant

ISSUE: Should the Alexandria Fire Department (AFD) apply for a 2025 VDEM REPP Grant?

 

RECOMMENDATION: That City Council:

 

1)                     Approve the application for up to $3,500; and

 

2)                     Authorize the City Manager to execute the necessary documents that may be required.

 

BACKGROUND: The VDEM continues to allocate annual REPP grant funding for the City of Alexandria. Funds may be used to maintain and operate emergency response plans and capabilities dealing with radiological incidents. Allowable expenditures include equipment, exercises, and training. The City Council previously approved a $3,500 REPP grant disbursement in February 2020.

 

DISCUSSION: If approved, the AFD proposes to use these grant funds to procure a radiation emergency response kit. The department will use the equipment to bolster the capabilities of its hazardous materials teams through quick assessment and response to radiological incidents.

 

FISCAL IMPACT: VDEM annually allocates the City of Alexandria $700 through this grant. The City has not tapped into the grant funding for five years, resulting in an accumulated available amount of $3,500. If this grant application is approved, the AFD proposes to purchase a $6,244 radiation emergency response kit using a combination of grant funds and previously budgeted Special Operations funds.
