ISSUE: Consideration and Approval of a Commitment to Participate in the Metropolitan Washington Council of Governments (COG) Food and Agriculture Regional Members (FARM) Regional Fund.

RECOMMENDATION: That City Council approves the City's participation in the Metropolitan Washington Council of Governments (COG) Food and Agriculture Regional Members (FARM) Regional Fund and payment of the FY 2022 contribution in the amount of $15,000.

BACKGROUND: The Metropolitan Washington Council of Governments (COG) Food and Agriculture Regional Members (FARM) Ad Hoc Advisory Committee has proposed making FARM a permanent policy committee of COG and establishing a new regional fund to support FARM's work. The COG Board of Directors was expected to formalize these decisions at its September 8, 2021 meeting and requested confirmation of the City's participation by September 7.

Because the request was received on August 27 and Council was not scheduled to meet until September 14, City staff offered a tentative confirmation pending Council approval of this action. If the COG Board of Directors approves these actions and City Council confirms participation, then the City would likely be billed for its $15,000 contribution later in September, and jurisdictions' FY 2023 contributions would be considered at the October COG Board meeting along with member dues and other regional fund contributions.

FISCAL IMPACT: The $15,000 cost of this action was not known in May when the City budget ...
